Praise be to Allah.
1. Zakah on your jewellery is due on you and it is your responsibility to see that it is paid. It does not matter who pays it on your behalf, husband, father or anyone else.
2. Zakah in personally been used jewellery is really not required because all personal things are exempt. This is of course unless the amount is huge that it exceeds your peers. Therefore, it is OK not to pay Zakah on jewellery that you are using in Canada.
3. Money from sold jewellery should be added to any other money and Zakatable assets (like the jewellery back home) and Zakah is due on the total balances you have on the day when Hawl (354 days from the day you first have anything subject to Zakah, i.e., reaching amount of Nisab and then every 354 days then after) is reached.
4. This brings the last point: Zakah is due upon the Hawl not really in Ramadan but Ramadan is the best time to pay it for more reward InShaAllah. If Ramadan is your Hawl and you did not pay for this $2000, pay it now and be sure to pay it on time next Ramadan.
